This position is with the Drinking Water State Revolving Loan Fund (DWSRF) Program of the Division of Municipal Facilities. The DWSRF Program provides loan funds to eligible public water systems for construction and upgrading of drinking water source, treatment, storage and distribution systems. The DWSRF Program also works with drinking water systems in North Dakota to ensure compliance with the Safe Drinking Water Act.Responsibilities of the Position Include:Implementation of DWSRF projects.Design review/approval of non-DWSRF water and wastewater projects.Presentation of topics at drinking water operator training sessions.Provide technical assistance on drinking water issues.Assistance in prioritizing DWSRF projects.Review of DWSRF loan applications, planning studies, environmental reports, project designs, bidding documents, construction change orders, and operation and maintenance manuals.Attendance at DWSRF preconstruction meetings.Site inspection of DWSRF construction projects.Tracking construction progress of DWSRF projects for regulatory and payment purposes.

As a Transportation Engineer Manager Team Lead you will Provide engineering oversite on all construction projects in the Bismarck District and keep the ADE & DE informed of progress on all projects. Oversee all plan development within the District.Primary Duties Include:Employee Supervision: Supervise Engineering Technicians, Transportation Engineers, Project Managers, and maintenance employees or temporary employees performing inspection duties, materials testing and surveying to ensure construction projects completed in accordance with contract requirements. Schedule work activities for construction staff during winter months.Bismarck / Mandan City Contact: Be the primary contact for the Bismarck, Mandan areas. MPO/TAC representative for the District. Project management of DOT projects within the Bismarck/Mandan cities as well as project oversight of LPA projects. Supervise the signing, traffic signals and street lighting within the cities on state roadways. Work with landowners, utility companies, developers, within the Bismarck Mandan area on permits. May include driveway permits, utility permits, agreements to work in right of way, or others. Review the permitted work in the field for compliance and close out when completed. Maintain district files and records. Conduct Transit facility inspections.Construction Project Reviews: Conduct field and documentation reviews of State and County projects run by DOT, consultant, or county staff. In the field review items such as traffic control, construction methods, sampling and testing, and compliance with plans and specs. Records reviews include materials certifications, PQEs, sampling and testing frequency, pay estimates, labor compliance, and other items. Conduct in depth CERT reviews of at least 10% of the district projects per year. Review staffing, SWPPP and environmental permits, CARS documentation and consultant estimates.Construction Design and Finals: Review project finals, review PSE plans, and complete district designs and environmental documentation.

Primary duties associated with this position are as follows: Railroad coordinator for Design Division at grade crossings.Review highway plans and identify railroad property impacts.Coordinate with railroad companies and assist with obtaining permits, agreements, licenses, or rights to enter needed with the Railroad companies. Write or review special provisions needed for a project. ADA/PROWAG Specialist. Update ADA Transition Plan and assist in compliance reviews on plans for the department.Maintain Standard Drawings to ensure compliance with ADA/PROWAG.Respond to questions from public on ADA/PROWAG compliance.Assist in projects assigned to section or division. Review or assist to prepare multiple preliminary engineering studies and environmental reports and incorporate into project design.Coordinate work with other divisions and districts. Assist in developing plans, reports, and design in accordance with department's policies and practices.Assist in any plans that need created for Utility Coordination efforts. Technical support for multiple consultant and district project developmentServe as the project administrator between consultants, the department, and other agencies.Provide expertise in transportation engineering and guidance on NDDOT policies and procedures.Review consultant contract scope of work and subsequent billings statements for accuracy.Technical review of consultant delivered products.Monitor project progress to ensure project delivery timeline and activities are completed on schedule and within budget.

Minimum Qualifications

As our new Transportation Engineer III, you will need a bachelor's degree in civil engineering or other applicable engineering degree, four years of professional-level engineering work experience, successful completion of the Fundamentals of Engineering exam, and a class D driver's license for travel to meetings and project locations.Employment of the selected candidate will be contingent on satisfactorily completing the interview process and reference check.

As a Transportation Engineer Manager Team Lead you will Provide engineering oversite on all construction projects in the Minot District and keep the ADE & DE informed of progress on all projects. Oversee all plan development within the District.Primary Duties Include:Office Management and RecordingIn this role, you will maintain knowledge of department procedures and policies related to construction administration, verify mathematical calculations and unit usage on daily inspection reports, and ensure accurate final documentation of project quantities. You will use computers to prepare progress reports, estimates, haul sheets, change orders, and other project documents. Additionally, you will organize project records for finals, track required shop drawings and material certifications, notify contractors of documentation deficiencies, and negotiate change order items. You will also monitor EEO and labor compliance interviews required for projects.Preliminary Engineering and DesignIn this role, you will supervise and provide professional engineering expertise for district project development, including scoping reports, project concept reports, and highway plan designs. You will coordinate district design activities with Central Office divisions and collaborate on all phases of project development, including NDDOT, City, County, and Consultant designs. Responsibilities include scheduling preliminary surveys, assigning personnel and equipment, reviewing survey data, and gathering information for CatEx and ECLs. You will also prepare project plans, incorporating design recommendations, environmental regulations, and departmental standards, while handling specifications, final layouts, traffic control designs, and cost estimates.Contract AdministrationResponsibilities include supervising multiple construction projects, including NDDOT and consultant-engineered projects. The role requires providing professional engineering expertise to ensure compliance with department procedures and Board of Registration rules. It involves interpreting plans, specifications, and policies, analyzing and recommending solutions to construction staff, and reviewing change orders. Additional duties include overseeing City and County projects with Federal funds, conducting consultant evaluations at project close, mentoring staff on project management, assigning project resources, and staying current with advancements in construction practices and materials.District ManagementIn this role, responsibilities include supervising construction staff, conducting annual performance reviews, monitoring progress, recommending training, and handling disciplinary actions. Involvement in the interview and hiring process is required, along with managing public relations tasks such as preparing news releases, attending public meetings, and presenting department programs. Additional duties include resolving complaints from agencies and the public, reviewing, and approving various permits and agreements, recommending seasonal staff assignments, and preparing plans for emergency contracts. The role also involves administering special programs for disaster assistance, emergency contracts, and small-scale safety projects.
